I am not sure on how to go about the base game but the DLCs (which i did not buy on steam but previously on Ubisoft) are now available when starting the game via steam. So yes: you do NOT have to buy all the DLC again. I can confirm this works because I also had the game+dlc on Ubisoft Connect and just purchased the base game here on steam. The DLC will not be listed as owned here on steam as they are separate services, but on a somewhat positive note the DLC will actually be recognized by the game when you launch it through steam if you previously purchased them directly through Ubisoft.
